December 2025 Company Environmental Protection Special Training — Reinforcing the Enterprise's Environmental Protection Lifeline

In order to thoroughly implement national environmental protection laws and regulations, enhance the environmental awareness and compliance management capabilities of all employees, the company recently organized a special training session on "Basic Requirements of Environmental Protection Laws and Regulations for Enterprises." 

This training was delivered by the company's Safety Officer, Wang Jing, aiming to guide personnel across various departments and positions to clarify environmental protection responsibilities, prevent legal risks, and promote the enterprise's green and sustainable development.

 

I. Basic Requirements for Environmental Protection Principles and Systems

Enterprises must firmly establish the "Polluter Pays" principle, earnestly fulfill the responsibility to prevent and reduce environmental pollution and ecological damage, and bear the corresponding legal consequences according to the law. Specific aspects include:

Implementing Cleaner Production: Prioritize the use of clean energy and adopt efficient processes and equipment to reduce pollutant generation at the source.

Establishing an Environmental Protection Responsibility System: Clearly define the responsibilities of unit leaders and relevant personnel to ensure the effective implementation of environmental protection work.

Eliminating Outdated Processes and Equipment: Strictly prohibit the production, sale, or use of seriously polluting processes, equipment, and products.

Paying Environmental Protection Taxes According to Law: Fulfill tax obligations according to the law for taxable pollutants discharged directly into the environment.

II. Basic Requirements for Environmental Protection Management

This training once again detailed the key aspects enterprises should focus on when comprehensively fulfilling their environmental protection management duties:

Environmental Protection Approval and Acceptance: Construction projects must undergo environmental impact assessment approval or filing according to the law, strictly implement the "Three Simultaneities" system for environmental protection facilities, and cannot commence operation without acceptance.

Licensed and Compliant Discharge: Projects involving water or air pollution must obtain pollutant discharge permits and strictly adhere to the permit requirements when discharging pollutants.

Prohibition of Exceeding Standards and Total Volume Limits: Pollutant discharges must not exceed national or local standards or break through total emission control targets. 

Eradication of Evasion of Supervision: Strictly prohibit pollutant discharge through concealed pipes, seepage wells/pits, data falsification, non-operation of pollution prevention facilities, and other means aimed at evading supervision.

Standardizing Discharge Outlets and Monitoring: Establish discharge outlets and signage plates according to the law, conduct self-monitoring, and key units must install and connect automatic monitoring equipment.

Implementing Emergency Plans and Information Disclosure: Formulate emergency plans for sudden environmental incidents, and key pollutant-discharging units must disclose environmental information as required by law.

Strengthening Solid and Hazardous Waste Management: Standardize storage and disposal procedures, and strictly implement systems such as declaration, registration, and transfer manifests.

Maintaining Environmental Protection Management Records: Truthfully record environmental protection management information, with a retention period of no less than five years.

Cooperating with Supervision and Inspection: Voluntarily accept inspections by environmental protection departments, provide necessary information truthfully, and must not refuse, obstruct, or falsify.

III. Legal Risk Warning for Violations and Non-Compliance

The cost of environmental violations is high, and enterprises may face the following multiple legal consequences:

Daily Continuous Penalties: For those who refuse to rectify after being ordered to do so, fines can be accumulated daily based on the original penalty amount.

Seizure and Impoundment: Environmental protection authorities may seize and impound facilities and equipment that cause or may cause serious pollution according to the law.

Production Restrictions and Shutdown for Rectification: Behaviors such as discharging pollutants exceeding standards or total limits may lead to orders for production restrictions or shutdown for rectification.

Administrative Detention: Directly responsible personnel may face administrative detention for actions such as starting construction without approval, discharging without a permit, or evading supervision.

Suspension of Operations and Shutdown: In cases of serious circumstances or repeated offenses despite warnings, authorities may request the government to order suspension of operations or shutdown.

Criminal Liability: Enterprises and individuals suspected of committing the crime of environmental pollution may face criminal prosecution, including imprisonment and fines.

Environmental protection is the lifeline of an enterprise's sustainable development, and compliant operation is the baseline that must be upheld.

All departments should attach great importance to the study and implementation of environmental protection laws and regulations, effectively integrate environmental protection requirements into the entire production and operation process, and jointly protect clear waters and green mountains, fulfilling corporate social responsibility.
